I think the best we can hope for is a subset of Pokémon being available in each main series release and then the DLC making the rest available. I doubt any game will include the entire Pokédex from day 1 ever again.
And why wouldn't they do it that way? Many people legitimately see it as a selling point of the DLC.
At least you don't need to buy the DLC to transfer the returning Pokémon through Home. Of course, if you want to transfer from any generation before 8 and have more than one storage box, you need to pay the subscription fee.

Also transfers with home are 100% free subs just give you the extra boxes.
Not the transfers from pre-gen 8, unless I am mistaken. You don't need to pay for Bank anymore, but you still need a Home subscription.
But yes, so long as you are happy to use the one free box, it is free for transfers between Home and Switch based games.
