I recall how one generic veteran trainer in BW with a surprise champion level team had a better performance against Cynthia than this.
Leon has an intentionally gimped team.
The random bad moves in basically every moveset mean that he generally randomly throws and isn't that much of a threat.
Probably stronger than her canonically and def in the anime, but his actual team and movesets are kinda ass.

game leon is pretty unimpressive - his close rival cant even beat Melony, a gym leader. That automatically reflects poorly on Leon too. Its also unclear if he is even stronger than Mustard
in anime - he required all the fights to be Galar and the opponents power-ups restricted to 1. In any other conditions (aka most of them) Cynthia > Leon. Having a mega-evolution is a huge boost in the ashnime, Leon lacks that.
Masters has also directly placed Leon below Cynthia and Red.
He's canonically the strongest champion regardless of any weird powerscaling bullshit you try to pull. Galar is the region with the highest skill ceiling, and He's the champion of that region, so he's the strongest trainer. In the anime he only lost to Ash, don't start using hypotheticals and stuff because they can't be proven. Hell he handicapped himself by allowing Ash to use all 3 of his gimmicks and Ash still barely won.

So like how Cynthia won her first match? She had a power up and her opponent didn’t. And then when she did use Leon’s power up in the next match against somebody using a gimmick too she lost. While Leon fought Ash using all three of his gimmicks + Aura Lucario (if you gays wanna make that argument) and still had a close fight.
How is Leon barbecuing Lucario early vs Cynthia using her gimmickmon and ACE to it shows she’s stronger?

Only Cynthia fought Lucario who was powered-up twice - by both Ashes plot aura powers and by Mega. Leon just fought a regular plain Mega Lucario who is mid

But she only became the “strongest” champion in BDSP with her 3rd rematch team, prior to that it was Red’s HGSS team that was the strongest. Also Iris and ORAS Steven’s rematch teams have their ace equal to or higher level than her rematch Pt Garchomp while all their other Pokemon were higher than the rest of Cynthia’s team.

Then it should go to Iris' challenge mode rematch who's Pokemon are all level 81, all have items, good movesets for the most part, useful abilities (aside from Archeops) and her Ace is level 83.

Challenge Mode Iris was probably the best champ for a good but nobody actually cares about Iris so why talk about her.

Levels are clearly GFs sole way though, not actually supporting that weird tangent. They literally just corrected Red to be higher level than Cynthia for HGSS so that should say enough.
Based on previous Red wank, if he shows up again; expect him to be level 90. Whether or not he'll be the meme team again or something decently competent like LGPE is a tad bit dubious.
besides the obvious issues of lacking multiple system parts, LGPE Red is pure level 85s so i doubt he's worth talking about anyway
I wasn't arguing that BDSP Cynthia's rematch team isn't the strongest. My original point was that OP said Cynthia was the strongest champion for 17 years which I didn't agree with originally based on Red's, Steven's, and Iris' levels compared to Cynthia's Platinum team which was her highest leveled one before BDSP.
Most champions had the same rematch levels for a period, except Red and challenge Iris.
I think in context its pretty obvious that GF intended the implication to be that Alder/Cynthia/Steven/Iris(challenge mode being a technicality; her normal levels are the same 75 range) are on par.
Diantha ironically has level 80s if you want to count side content, so clearly she's the strongest besides Red :^)
But then they wanted to wank Cynthia so she got boosted.
ORAS Steven is also really easy to forget because he's kinda piss easy. In a literal sense he should be stronger but I feel like accounting for gimmicks is kinda hard.
Diantha would probably be pretty hard if the player couldn't mega after all.

Gen 1 seems to pass. Gen 2, strongest is Red. Gen 3, Steven gets replaced by a gym leader. Gen 4 seems to pass. Gen 5, gets beat by the rival again AND replaced by a gym leader. Gen 6 seems to pass. Gen 7 didn't even really have one, but Ultra introduced that rock kid who's stronger than the professor anyways. Gen 8 has Mustard, who seems much stronger than Leon, and they even wrote it so Leon wasn't able to complete his training with him. Gen 9, Nemona already beat Geeta and still doesn't even show you her best team.
That's only like 1/3rd of the gens having uncontested champs (not including the player beating them).
Gen 4 Sinnoh's strongest trainer is actually Barry after you enter the hall of fame 20 times. In DP his team will have one lvl 68, two lvl 69s, two lvl 70s, and his ace at lvl 74. Platinum will have a team of two lvl 79s, two lvl 81s, one lvl 83, and his ace which is lvl 85. This made him the NPC with the highest level Pokemon until Red reclaimed it in HGSS with his lvl 88 Pikachu.

The weakest Pokemon he can have is Rapidash if you didn't choose Turtwig which isn't really comparable to Pikachu. Otherwise Staraptor, Heracross, Roserade, Snorlax, and his starter are solid Pokemon. I don't know how you could argue DPPt's strongest NPC isn't Barry.
the Garchomp alone (especially gen 4 Garchomp) makes Cynthias team better
