yes. every game he has made has been building upon the last game. the civil war games for land battles, that shitty naval game for the sea battles, and now this game to test out an actual sandbox campaign for this napoleonic warfare game.
I unironically believe he'll probably do this. Expect Napoleonic kino in like 7 years.
Civil War had pretty fun tactical combat but the campaign sucked ass. The first few battles were fine but then they just give the opposing side overwhelming numbers and superior weapons to you even if you've spent the past year pulverising them to dust. Hopefully they actually made the AI more capable to increase difficulty rather than letting it blatantly cheat
