Nothing from GTA V multiplayer comes even close to how much fun stupid shit happened in IV's lobbies
Last gen consoles could've handled it, granted at sub 30fps. But GTAV was already too much game for consoles like the PS3/360 with their 512MB of RAM, and with the visual upgrade they probably had to cut corners somewhere.
Its that or they thought that it didn't fit well with the goofier tone compared to GTA4's more grounded and gritty experience in the main game.

GTA IV's online nerfed the physics hard to make it work, which was fine for most but some people went "wwwaaaaahhh it's different online". They upgraded the online capabilities for V and made the whole game run off what the online could handle, which was still less than what GTA IV could do offline.

I just finished it again a month or so ago with the realistic handling config mod and restored/combined radio stations, it was very kino.
It's also fun to try and only stick with vehicles missions and jobs provide you with, it's a nice bit of challenge in otherwise easy game
It was updated pretty "recently" and you don't really have to jump through any hoops anymore, the only hoop you have to jump through is to restore the removed radio music if you want the complete on-release experience
Well that's not quite 95 hoops to get the game barely functional, is it?
I don't like the fact that they are forcing their own launcher down our throats either, but at least you don't actually have to do a bunch of shit to remove the GFWL integration yourself anymore and risk a bunch of game breaking anti-piracy bs.
And I am sure you can pirate the updated version from somewhere if the launcher is such a turn-off
Oh right, there is one QTE you'll have to cap your framerate for or use a macro to pass it, but that's about it and it's right at the end of the game.

Firstly, that's not me and secondly looking at the PCGW page doesn't really convince me it runs fine right out of the box.
maybe try not having a shite PC
steam version with no mods runs at 100+ fps on a $90 cpu in linux
it runs fine without any fiddling but it has the capability to look really good with some effort
