An overabundance of characters. A Pokemon game can only juggle so large a cast. Gen 5 specifically was already particular about trying more to flesh out its Gym Leaders, so there's no way they could've fleshed out the huge cast they decided to give Team Plasma specifically for whatever reason. Gen 6 had a fairly large cast too, but they really dialed back on the characterization on most of them.

The games were dropping clear hints that Ryuki was a sneak peak of Gen 8, but then Galar's Dragon guy turned out to be a swarthy Instagrammer with a giant Zippo monster. What was the point of making them different characters? Did they maybe realize Ryuki overlaps too much with Piers?

No, the Sinnoh Elite 4 had 3 types that were never used by Elite 4 members before. Hoenn on the other hand is basically Kanto 2.0 and has no unique types to it.
Almost every Elite 4 member is some literal who, with a handful of exceptions. Koga or Caitlin who were returning characters. Lorelei who has a modest life on Sevii Isles. And Malva who disbands Team Flare during the Looker Bureau.
Dude nobody forgets trying to ko the rest of his team before they earthquake entei to death only for it to shadow rush itself to death 15 ultra balls in after it's woken up from sleep for the 3rd time. Then he's got wishcash and flygon in his 2nd match making him a really tough opponent if you don't come prepared. The other two lower ranking admins besides Lovrina in XD, not they're forgettable.
