Ryder turning into a Traitor made no sense and his death was so lame and anti-climatic. Rockstar clearly had no idea what to do with him and just killed him off in the most soulles way possible.
I don't think he was suppose to turn traitor at all. I heard the actor quit mid-production and had to change things last minute. It would explain why the last mission with him felt very flat compared to the rest of the game.
I heard rumors that the VA left mid production due to payment disputes or something so they had to slap together a death scene for him that didn't require any new lines.
Theory was debunked by MC Eiht himself a few years ago as far as I remember. R* either wrote themselves into a corner with Ryder or really just had no ideas for what to do with him. It's so odd that he doesn't get any new lines for his death mission that I wouldn't be surprised if they already had everything else recorded didn't want to pay Eiht to come back to the studio again.
That's actually pretty expensive. Assuming the story of him bailing mid-production is true they were probably nearing the end of voice recording and likely only had a couple lines left to record for Ryder. They probably only had the voice booth booked and scheduled for one or two more sessions. That means they still would have had to pay for all the time they booked to finish the rest of the non-Ryder voice lines, hit the talent search to find a new Ryder, then book several more booth sessions to only record him. This would have delayed the game and probably doubled the cost of the VA budget. Comparatively it was much cheaper and faster to simply cut out whatever content they had planned which didn't get recorded. Most likely whatever Ryder related missions were supposed to take place post chapter 1 were just rewritten to involve someone else.
My first quick thought was also "missions get cut, R* has no time to re-record voice lines for new Ryder fate, so you get Pier 69" but this would require the cut missions to be cut super early in development. We only know of 6 or so cut missions in GTA SA IIRC and there's only file remnants of a few of those (a couple of them we got through the recent Grove Street Games leak).
It's possible there were more cut missions than the ones we know about from file references and just all traces of them were wiped from the later repositories. I doubt there was much cut related to voiced content though, that tends to be pretty expensive to change later. Then again, Bully has a ton of unused voice lines for scraped and alternate versions of missions.

Rockstar apparently didn't pay any VA royalties for SA. CJs voice actor has publicly stated multiple times that he thinks Rockstar is a terrible company and will never work with them again.
It's too bad. He should have looked into doing more voice work, even if the experience soured him on it. Dude has a legitimately really cool and unique voice.
