Jason Rubin has gone on to admit that he is slightly disappointed in Jak and Daxter and was the result of a multi-cultural market and would have been better off with more of a clear single vision. Because of this, Jak doesn't look Western enough or Eastern enough, making him look bland and hard for the average consumer to connect to.
He also regrets making Jak a mute which is why he speaks in the sequels onward.

I never knew this. I've seen or heard it said though about Jak having an art design to it that didn't resonate with people and is why its been forgotten. Makes sense I think despite the games being quality to me.

It was disappointing, but certainly not for the reasons laid out in the article.
True, Galaxy was pretty good despite Mario still being mute. It was a bit more cinematic with its cutscenes but it wasn't the focus
The somber mood of Galaxy's story was one of the appeals to me. You have the bing bing wahoo next to a story that ends with the fricking universe being sucked into a supermassive black hole. It doesn't treat Bowser as a joke like games around that period did either.
Mario galaxy had really good atmosphere and level design. the movement was just so slow and boring.
but jak 1 is the best by far.

In the files and game code Jak is called "Bam" so with his moveset and everything it's clear he was always meant to be a call-back to Crash.
Rubin even singled out that there was some aspects of the design that were made with middle eastern audience in mind.
I think Jak looks plenty like a western animated character. He's all right.
