There was similar talk when the 3DS version of 8 came out too so it's not just 11, I don't get it. The only issue with 11's soundtrack is they didn't have enough unique area themes for such a long game and synth or orchestral doesn't change that.
I'm not saying the compositions are bad, I really like them actually, the synth instrument choices and lack of modulation is what sounds bad.
I've not heard much of 8's 3DS ost though, only played it on PS2

Yeah the orchestral suite wasn't released until later, by the time they were localizing it they decided it was worth slapping it in instead of the default music.
Same thing happened with the 7 remake on 3DS but some of the songs like the town theme don't really loop properly cause they were part of a medley on the album.

I don't know much about music theory but I agree with this statement. After the first 17 seconds of cacophony the melody and structure becomes much more coherent to me. The only thing that's really weird is some of the instrumentation choices, sounds like when I play an old PC game with the wrong MIDI driver and some of the instruments are swapped around but still at the right pitch.
The thing is while its cacophonous and it feels like a mess of shit, the more you listen, you hear each instrument doing its own phrases so when you repeat listen you can start to pick out exactly what each instrument is doing during the start.
I think the walky jazzy bassline is what trips most people up with the percussive string flams

It was obscure in Japan too until the last few years when Japanese zoomers rediscovered it and turned it into a meme just for how laughably bad the game is in all aspects.
It does sound awful but I can see where the composer was trying. It feels like the soundfont was changed at some point and the rhythms are very slightly off at times like it's not being processed accurately. If those problems were fixed I think the songs would be servicable, if generic. Kind of like farts in the basement.
