They need a dlc that focuses on overhauling rebels. Stuff like leasing generals for rebels (think lafayette being tasked with helping the American revolution), being able to offer asylum to dissidents (think france taking in the ayatollah), expand the support rebels subterfuge action into a vassal like thing where you can invest in them (think mujahideen), allow me to task missionaries with changing religion in nearby provinces and colonists for culture changes in border provinces.
