In the case of fully-evolved Pokemon though, they just don't use their full strength.

I’ve had a headcannon for a while the level isn’t just about the amount of experience points a pokemon has, but also factors in things like physicial condition and how hard they are actually trying in a battle. For example a Pokémon is level 50 but they happen to sick, their level in that battle would be in the low 40’s since they aren’t at their best. Likewise a level 10 Pokémon that happens to be especially angry or enraged would be considered level 15 or even 20. If a level 100 Pokémon were to spar with level 20, that level 100 wouldnt use their full strengthen so would be considered level 20 or so for that battle.
Levels aren't real.
It's a gameplay mechanic first and foremost.
That doesn't mean a Pokemon doesn't get stronger, since they obviously do learn new moves and evolve over time, but levels as a whole should be ignored here.

I saw my fair share of forum pokegays pissing and shitting themselves whenever a new mainline Pokemon was confirmed to be releasing on the new Nintendo system, as if Pokemon would be staying on the DS or 3DS forever. Really goes to show that pokegays tend to literally only play mainline Pokemon.
They also showed Bea with a bunch of Pokemon she never used in battle. She has all of these + Falinks. Grapploct, Hawlucha, Hitmontop, and Machamp are just the only ones she ever uses in her three battles against Ash.

Because team building options and gym/story progression are not mutually exclusive things, anon. In fact, the more open a game is, the more open team building opens up, so its an improvement even there (among other areas).

Most are but not all, and the series started as relatively non linear in its approach. It was designed with worthwhile back tracking and a degree of open endedness, but as generations went on it got more and more linear to the point of hyper-linearity.
Something like Gen 3 is still a linear game, but it has side paths to explore, routes that aren't just straight lines, optional areas to interact with. Then you fast forward to something like Gen 7, which are so incredibly linear that even the routes are hallways. Generally things should improve as time goes on, not become worse than the literal first iteration.

There are tests and loops to go through like battling the gym trainers and solving puzzles, just like how you have to write a Resume and acquire certs
