Every item that raises special attack specifies it. You just assumed and made an ass out of yourself.

I'll give you an simple example on why this is wrong.
In gen 3 if a pokemon is holding a choice band and hits itself in conusion, they will take more damage because the choice band is raising the attack stat. Hitting itself in confusion is not a move, but the damage increased anyway, because move power and attack stat are completely different, otherwise it would mess up with fixed damage moves like dragon rage and seismic toss.

Items that work on attack specify it, too:
>Liechi Berry: A hold item that raises Attack in a pinch.
>Thick Club: A hold item that raises Cubone or Marowak's Attack.
And "power" is used for special attacks:

It's 100% consistent. It specifies "special attack" when it needs to. There is no need to specify when all fire moves are special.

Not true. It actually doesn't boost the literal attack stat like a status move would, but rather the physical moves themselves. If you use foul play against a pokemon that is holding the choice band, it doesn't deal more damage than it would if it wasn't holding it. However if you are holding the choice band and use foul play, it will deall more damage. This also works for boosting body press and a similar mechanic is why body press isn't boosted by eviolite.
None of this existed in gen 3 and in gen 3 confusion damage was affected by choice band

Yeah the character limit in Gen 3's abilities were not kind. Although to be fair if you actually bothered using a Cradily you'd probably actually see Suction Cups activate at least once given how like half the pokemon in gen 3's victory road know whirlwind and roar.
Read Cradily's ability in gen 3 games and tell me what you make out of it

Hard to know what I would make of it when I know what it does already. Methink with how rare forced switch moves are in the campaign I would probably assume the opposite, that I cannot switch it out. And probably not even test it, since I am not really a switches a lot kind of player.

I legit thought it would get a free ingrain being a grass type and all, which it kind of does to an extent. The name is a misnomer but it makes sense for being inspired by plants that stick to rocks. They probably wanted to call the ability ingrain for Cradily but they already used it for the move.
