I don't think they ever intended for that to be a storyline, just an easter egg for a "what if the place you send it to doesn't have the tools to defend themselves!" situation.
My guess is that it's incompetent GF 'writers' attempting From Soft styled lore where you just vaguely throw around some shit and hope it resonates with people as deep and interesting. Unlike From though, the Pokemon world is inherently uninteresting because you know exactly what to expect, nothing.
I'm convinced they intentionally leave these as loose ends not because they'll resolve them eventually, but because it fuels fan speculation and shit
Another example is amnesiac Looker from ORAS
It was meant to be used in the battle with you (having boosted stats, a jacked move and clearly his Ace to be a threat at the end). The fact it never got a release ANYWHERE (not even a pop-up in a nip train station for 3 hours after school) proves they never had plans for it beyond what they'd wanted to do with the game. Plot got changed, we know 6 went through a frick trying to get made and Floette ended up reuniting after the battle, negating all point of giving it stats and moves. As an aside, that they released complete zygarde and arsepull in Gen 7 but not EF is more evidence it wasn't supposed to be a giveaway thing. Ever.
It has a Pokédex entry; I have no doubt that plot changes are what kept it from being in the game, but it was obviously meant to be owned by the player as recently as USUM
Or they just got handed a list of shit that needed dex entries. Still waiting on a distro, still lacking any sign one was intended. At least with Arceus, we knew the event key was there.

I don’t know what piece of evidence would convince you, but there is undeniably some indication that it was considered for distribution. It has a Home sprite for God’s sake. It certainly meets the low standard of evidence to be included in this thread
