Kind of a mixture of UT and Quake.
There's usually at least a DM server, an instagib server and some modded server with vehicles that are active.
That and some people doing Defrag but I never tried that.

Quake Live, there's still a couple of FFA and Clan arena servers active. If you don't mind joining 20+ player servers every once in a while you won't have any problems finding active servers.
Quake Live has more players.

Overwatch DM is fun for me. The heroes and abilities make it feel less stale too.
Warfork atm has what you're looking for, and its free on steam, play AFFA, or clan arena, gives u all guns and lets u just fight n frag, duel cup happening if ur looking for more strategy in em jump n shoots

UT99 still has players. The game has also had a recent engine update.

If you want slower movement and weirder guns, play Unreal Tournament. 2k4 and 99 have some players. A new version of 3 exists.
Oddballs are HL2DM and Xonotic. The former is a hidden gem of the genre. Lastly there's Half Life 1, AG2, and Quake 2 lol.
