I've never really checked out the romhacking scene and I'd like to learn more about it, what are some of the best and most famous ones to try?

This turns Sunshine into a co-op game. Has issues but it's top notch and the way I first played Mario Sunshine.
This mod changes the enemy count in Final Fight 2 from 3 to 5, a huge deal and turns a boring ass game into one of the SNES's best.

I t hink it would depend on the rom/emulator. Some are just different rom files entirely, others might be a patch to a rom file. Idk.

super metroid impossible is popular
Shin Megami Tensei and Baroque for PS1 recently got translated, so check out those
There are MSU-1 patches for SNES games that you can download from archive.org fully patched, those add CD quality music to SNES games. Only one translation (BS Zelda Stone Tablets) absolutely NEEDS it for translated narration.
Try Hyper Metroid if you liked Super Metroid
SMW Return to Dinosaur Land is considered to be the best hack, so play that

Final Fantasy 1 on the NES has a bunch of hacks, Grond's is my favorite (the version that just patches out bugs). Final Fantasy III NES is best with 1.30 Maeson and the ad0220 translation

Try the Worlds Collide randomizer, it's a full-featured hack inspired by FFIV Free Enterprise that does the whole open world thing. It doesn't make a whole lot of sense, obviously, being able to just flip back and forth between the WoB and WoR but it's a great way to replay the game.

In fact, I'm not sure I've ever played any LttP hack worth a damn.
I'm playing an old one right now, Super Mario Expedition or something like that. Turns SMW into a Metroidvania. It's most similar to WBiMW3, if you've played that.

Is Parallel Worlds the one that's really confusing about where you have to go next? I remember some ALttP romhack I watched a let's play of years ago and I remember thinking it looked tedious to play.
Didn't seem all that confusing to me but it was quite tedious, as they all tend to be. I've played so many hacks of LttP that I can't remember which one Parallel Worlds was exactly other than thinking the town was nicely designed but getting to the the six statues boss (the eastern palace boss in LttP, whatever it's called) was a slog. Not sure, but I think it's the one with the enormous and annoying prison dungeon at the beginning that you traverse like, halfway through, with no fricking sword and the sky island nonsense nearer the end.
Are there any Zelda hacks at all that add new items or mechanics (other than that hack of Z1 that completely redoes the game, Legend of Link)?
No. Zelda hacks are fricking lazy, except basic QoL hacks. You'd be better off just playing some Zelda clones that you've never played.
