Klara and Avery exist to introduce you to shit in the Isle of Armor. Klara wants to be a famous gym leader but doesn't want to put in the effort to reach that point. She's halfassing things. Avery wants to be a gym leader and continue his family's tradition, but his weak psychic ability and huge ego caused him to get disowned from his family.
In both instances through interactions with you they get inspired to take their goals more seriously and put in the effort to improve.
Peonia is Calyrex's mouthpiece and the npc that drives the plot in the Crown Tundra. He's the one who tells you where to go.

Peony is a gigachad but ultimately he was le funny puppet man throughout most of the story. He deserved better (deserves, now we know he has a SECOND ungrateful brat of a daughter)
Carmine and Kieran had their own arcs and conflicts and that gave them more depth. That makes them more memorable.

People meme about Kieran but he learns to enjoy battles without getting frustrated and grows as a person, other rivals also get btfo but they also keep going on with their lifes (Blue/Green still becomes a respected gym leader, Wally still becomes a strong person, Hugh still saves his sister's pokemon and becomes a decent trainer, Serena still becomes an inheritor of megaevolution...) but Hop literally loses the goal of his lifetime and decides to pursue a completely different career because he will never ever success, it's fricking sad when you think about it
it would've been fine if they had given even two shits and hinted that he preferred studying Pokemon to battling and was just forcing himself to battle to be like his brother, but besides being shit at it there's no establishing any of this. So it comes across as the ultimate hop cope.

For one, the Teal Mask plot is longer than the Isle of Armor plot. Klara/Avery are also only relevant until Kubfu show up, and never become relevant again until the Star Tournament at the end where they reveal they’re the gym leader now. Meanwhile, Kieran and Carmine are relevant throughout the entirely of the DLC

They have memorable story involvement, a personality, and a good design. Only Klara had the personality and a good design

Carmine is a literal who and Kieran is Raihan 2.0, only popular with fujoshits but will be discarded once the new game comes out. Though ironically Raihan was more popular when SwSh was at its peak.
The difference is Raihan never had any staying power, he's pretty much just a nice design with no particular character associated, like almost every character in this series
In contrast the SV DLCs put in some work for Kieran, the design being the weaker part of his character. He isn't super well executed or anything, but he is certainly someone you could enjoy from a writing perspective, which is of course what actually contributes to memorability.
Giving characters some proper character arcs instead of insignificant throwaway lines helped.
Last time gamefreak made interesting characters prior to Carmine and Kieran was with SUMO Lusamine and they ruined her with USUM.
