The graphics are pre-rendered so it has nothing with hardware limitations, however black shadows used to be prevalent in old CG for various reasons one of which was lack of artistic understanding of light and art in general in the 3D tech world, in some places it looked good, in some places it looked bad, however I think in SMRPG I think they created a nice atmosphere as if the world was a diorama and the characters were figures, in a dark room, lit from above (that's pretty much the only situation in which you'd see such hard black shadows IRL since outside is more brightly lit and usually has bluish tint in the shade due to the sky light bouncing off of them).
You can see similar light phenomena in stop motion movies, pic related doesn't really *feel* like outside despite that being their intention, because the way light and shadow behave aren't like the outside, they're the light and shadow of a studio.

And because it was baked in it was vastly easier to add more detail like lots of shadows. But as I mentioned a couple times you cant do that at higher resolution because the textures get vastly more complex meaning it's just not feasible for a team's artists to make them all.
Anon the visuals in SMRPG are *pre-rendered* the whole thing is 3D models "photographed" and turned into pictures, sprites, and it would've been no more taxing to render the shadows less harsh or with a bluish tint to simulate sky bounce.
You can literally do anything you want with the light before rendering and the final result won't be any more or less taxing on the actual hardware in real time because it's all just PNGs and not 3D models, if you have the time you could even pre-render them with perfect ray tracing, turn that into sprites, and have the game run exactly like it would with the harsh black shadows.

Sorry for the very late reply, but the reason why we cant bake in lighting at much higher resolutions is because the detail increases dramatically which means so does the difficulty in making the textures. A fully baked in game at 1080p would be an unfathomably difficult game to make, basically impossible. So the option is bake in lighting at a shitty low resolution or use less detailed real lighting at a higher resolution. I'm not gonna say one is better or worse, they're just different.
