GW2 doesn't have servers in the classic MMO sense, but "home worlds" that are connected with each other and create a "megaserver". So he'd still be blacklisted by every guild and would need to change region from EU to NA or vice versa.
Can he start another account and transfer stolen there?

I did something similar but in minecraft. I larped as a girl for weeks until some clan showed me their hidden chest room, managed to steal 10 chests worth of items before they figured out what was happening but by then I was gone. I joined a rival clan, told them how to infiltrate the base, and they declared a war and griefed the entire thing. I disappeared somewhere and built a base for myself on the peak of a massive mountain near skybox, they would send "assassins" after me(lmao) but nobody ever found me
