No, the fundamental flaw of JRPGs is that while JRPG developers know how to make good battle systems, they don't know how to make good scenarios that make good use of it.
One reason for it is that a lot of JRPG franchises like Tales or FF or SaGa keep reinventing their battle system with every entry, so there's almost never any iteration in terms of battle scenario design and knowledge being built up for what makes interesting fights.There are fundamentals to battle scenario design, but because it's dependent on the battle system it's hard to get good at it when the battle system keeps changing. Even as FF and Tales abandoned turn-based in favor or full real-time, their scenario design still did not ask much of you. Go figure.
Second reason is that even with JRPG franchises with more stable gameplay like Pokemon or Dragon Quest or Trails, they always design around having the main game be beaten by children, which includes the aforementioned franchises as well. The more interesting fights are always the odd boss fight here and there or optional superbosses, which merely make up 5% of the fights in the game.
Now in the West you had Baldur's Gate 1 spawning a new wave of cRPGs that adapted the rules of AD&D, which is frankly a dogshit system. BG1's fights were unremarkable as well, however they iterated upon this with BG2 and then Icewind Dale 1/2 and Temple of Elemental Evil, each of which saw significant improvements in battle scenario design. Not only that, but the designers could also leverage their years of experience of DM'ing D&D and designing dungeons for tabletop sessions. Even BG3 which was built on the far worse D&D5 still has excellent battle scenarios, because good level design will shine through even shitty battle systems, and Larian had years of experience making RPGs in this style.
This is also why Japanese SRPGs or Japanese dungeon crawlers fare much better in this regard. They ITERATE on their gameplay and battle scenario design.
