Depends, there's always room for updates. An emulator is rarely if ever a perfect replication of the console hardware, it takes some shortcuts and abstractions. Sometimes some games released will require you to tweak things a little because they did things in a very specific way (for instance, the Ratchet and Clank games on PS2 are basically black magic). What you're replicating on your software is still different from how the hardware behaved. But if the emulator is mature enough you might not suffer from a lack of updates
Not really, sometimes new games need fixes or else they're unplayable. But sometimes they also just work. You can never know until they come out.
3DS emulation on the other hand is pretty much complete, every popular enough game runs well enough on it and the only thing Citra was getting was occasional new features. Even so it would still be nice to see a new emulator for it.
