This was by far the most powerful Pokemon in VGC 2016, fricking Primal Groudon had to flee from it
But why. Even if it copied Groudon's moves, it doesn't have the required attack stat to cause any real damage even with Technician.
It uses Dark Void to put both opposing Pokemon to sleep. Then its partner, Xerneas, gets a Geomancy boost completely for free. Smeargle then uses Helping Hand so that Xerneas can one-shot Groudon.

Smeargle isn't really about direct attacks (although it can be done with the right setup), it's dangerous because it can pull off combinations of statuses, boosts, debuffs, and secondary effects that weren't really designed to all be on one pokemon. It's stats are so low because if it was even just average it'd be hilariously overpowered.
But yeah, Smeargle's great.
Smeargle has the best possible movepool, because it can use every move except for an extraordinarily small number of exceptions, and it can have ANY combination of those moves.
This allows it to be the best support pokemon, with no contest.

Well it's a support mon, not attack mon. (Plus if you really want some attacking options on it, you could give it something like foul play or super fang)

People are saying Smeargle isn't gonna be a threat anymore, since Dark Void was nerfed to only work for Darkrai, and Moody also got nerfed since Smeargle was last able to be used. I say those people lack imagination:

The potential to trigger multiple ally revivals if adequately protected by a doubles partner with rage powder/follow me/ally switch could be a huge threat for the inevitable "1 restricted legendary per team" VGC format. The last two moves could also be used for further support, ie Psychic Terrain and Lumina Crash to enable Expanding Force Calyrex-S.
Indeedee is better support for Calyrex

You are right, though, that Smeargle will have a place in VGC. A Follow Me that can't be blocked by Safety Goggles and a base 75 speed Spore will always be threats.

VGC is going to be the worst it's ever been, isn't it?
On the plus side, Intrepid Sword got nerfed so it only activates once per battle, reviving zacian multiple times won't be as effective since it loses the +1 attack boost.
The bigger nerf will be if the Rusted Sword goes the way of the Red Orb. Base form Zacian is good, but it's not "king of VGC on every team" good.

No.
There are barely any trainer battles too. You'll have to Trick a Focus Sash onto a wild Smeargle after putting it to sleep so it doesn't run out of PP and Struggle.
