There is no justification when Black and White 1 did it better in the first place.
Jesus frick, children nowadays. I completed both Red and Gold (over 1000 hours clocked) before I even learned English. It's not fricking hard, if you can't go somewhere, backtrack and talk to every npc, look for new pathways that might have opened. That always solves it.

Over time, Game Freak forgot how to make dungeons and just started putting a shitload of HM checks in caves. Eventually GF got the message that no one likes having to carry around HM slaves, but they still didn't remember that there was anything more to dungeons than stopping your progress to make you use Rock Smash and Strength every five steps, so they just stopped making them entirely.
/vp/ seethes about this gen literally every day. Just fricking fills the catalog with this shit. Considering Ganker shitposts the loudest about games that are actually good, I’m going to assume /vp/ is the same and gen 5’s quality is proportional to how many schizo meltdowns we have daily.
It's obviously bad, but a comparison to Mewtwo is a bit too much. The more valid comparison would be Zapdos, Articuno and Moltres.
One of those is hidden in an entirely optional dungeon, one is in a dungeon you likely will go through on your way (But is still optional), with the legendary being hidden deep in it.
And Moltres is like, 5 steps away from the mandatory path in Victory Road.
Again, this isn't really defending BW2 here, that hit is bad. Now Gen 6 on the other hand just has Mewtwo in a one-room cave without any real dungeon to it
Yellow casualized the dungeons, I remember EGM having an ultimate guide and the Yellow caves were like babby-tier compared to Red and Blue. It even had less items in some places.
This is not a modern Pokemon thing. The beta Mt. Mortar and Mt. Silver were also complex, requiring all HMs but they've cut it heavily for the final game.

Mewtwo is much stronger than Virizion, so it makes sense that the latter is much easier to add to your party.
The games has a lot of legendary Pokémon. You do have to go through dungeons to get the postgame ones. They just downgraded the swords of justice.
