Honestly, for a FemShep, Kaidan is the most kino romance option.
He's there from the beginning, a handsome human guy with an overall vanilla attitude, has a good break up and get together arc, at first Shepard outranks him and then he outranks Shepard, both end up Spectres... etc. It's quite fitting.
For male Shep it's Liara of course btw.
