I seriously don't think Game Freak would lock top-tier legends from everyone and only hand them out sparingly. Just they'd make them a challenge/arse to battle them.
I was replying to the anon assuming they would run the legends to the same event schedule they're running the current MM 7 stars. That's basically what I meant, 7 star raids that hold legends, that can be timeskipped, just like the 6 star rando raids can.
It's mainly just to "keep them in rotation". Although I wish they'd actually bring back old mythicals. I just sorta forgot to grab a couple of the gen 7 ones and they haven't been re-released at all.
I hope this is separate from the Shiny Legendary hunt he posted a few days ago.
Mightiest Mark Pokémon including Mewtwo are Shiny locked anyway and I doubt that would change here.
I hate the fact that I can never actually use my legendaries I already own because they made it so you have to catch them in a raid first. I literally can't use any of my Mewtwo because I kept on being paired with a bunch of morons during the even to catch the first one, ahhh event that's now completely over. I can't use my favorite pokemon Kyogre at all because frick you you have to catch it in a raid that doesn't even exist yet.

See, I saw them as 6 stars (generate daily, change every day) but just happened to be legendary raids, thus had to be highest tier by default.

Yes. It's freely allowed on all teams in which it's part of the legal Pokemon list.
