It's only been a year since that game came out.
Part of it is the habit of portraying the good guys as scrappy underdogs and the bad guys as lofty obstacles to be overcome. So bad guys get given all the lavish uniforms and cool gear.
Because the "good guy army" is usually just a jobber squad kept intentionally lame for the good guys to look cool in comparison
This. "Allies" in non-strategy games exist to job in order to heighten the power fantasy. You are to be the badass, better than all of your team, but the enemies are also badasses, so that you can beat them all despite being outnumbered and prove yourself as king shit.

40K does a great job of making everyone look cool.

Prequel-era/Clone Wars era Star Wars is exactly this.
Clones get cool as frick armor and vehicles. Droids get cool as frick designs with how flexible robot designs can be.
This. Clone Wars Star Wars is the epitome of "both sides are badass," aside from George Lucas turning droids into clowns personality-wise. Ganker loves the BF2 (2005) campaign where you start as the clones, and Republic Commando makes you a cool-looking badass.
That all said, Star Wars EU was capable of making the Rebels/New Republic look cool, too. Sometimes even cooler than the Imperial designs.
The new republic commandos were cool, I wish they got a game. Shame disney decided to make them rebels forever.

The humans in Halo have pretty cool design themes. Maybe not as much in the 343 games, but everything is shit in those.
