They seem to be in Area Zero but it would be odd to just have the main DLC dex not include them unless they get added to the end of the Paldea dex
Ursaluna's dex entry references it not being native to the region. You probably won't be able to catch them, perhaps you have to bring over an Ursaring from the Paldea mainland and evolve it in the new region.

Nah. This is Gamefreak, aka the company that has always advocated for multiple versions to obtain mons since the outset. It’s obviously primarily just to obtain older mons and items, aka what the two previous DLCs were all about.
It's a bit curious that Stantler is in the dex but not Wyrdeer, even though all Hisui Pokemon have datamined dex entries in 1.3. Bloodmoon Ursaluna seems to be its own thing since the pre-evos aren't in the dex, and Basculin isn't technically a regional form, so Kitakami isn't going to be tied to Hisui like people speculated.
Either part 2 is going to unlock the evo methods or they tera biomes or whatever are just going to have Hisui Pokemon natively to catch, like we've seen with Alolan Exeggutor.
