All of those are better or present at all in III, as opposed to IV.
Don't get me wrong, IV is a great game, but insisting that it's 100% superior to III is just baiting for (You)s, like mine.
That's for 6 and it's only for Appeal/tourism as it's not worth it for the hammers.
In 4 you have to wait for growth, which has improved chances if you build the later game tile improvement on one, and zero chance if you have a lumbermill on it.

On the virtue of civics from IV being busted, rather than the idea itself being wrong. It's telling that every single fricking mod out there has better and/or more interesting (not to mention balanced) civics than the vanilla.
So it's less of an issue with civics as such, and more of civics as released being just deeply fricked and so unbalanced, there is just one winning combo, one half-decent situational alternative and then there is fricking nothing.
Just compare SMAC with Civ4, since they run on similar principle.
In SMAC, you genuinely face a choice with most civics. Granted, you are almost guaranteed to run Democratic, but only because how punishing for non-specialists (Yang and Miriam) the alternatives are. But every other civic is a genuine choice, with strong and weak sides, specific applications and time you want to use them.
In Civ 4, you just pass slavery and can easily keep it for the rest of the game. And rest is if you are building specialists or not, which means a choice between grand total of 3 civics (who of which in the same category). Everything else is just so insignificant or downright useless, you might as well never pass them.
III's AI is stronger strategically, since it isn't gimped by IV's bloated game mechanics
IV's AI is stronger tactically as it makes better use of terrain when moving its units
What I wouldn’t give for an engine remaster. Just the ability to use more than ~2gb of memory. I found the largest earth map of any civ game (400x220) for IV and it’s tremendously large. The iberian peninsula is like 22x22 tiles alone. It’s really the scale I want these games to be played, but it’s very slow and flat out gives up with anything but the most basic mods.
