Is this the first Gen where both Box Legendaries seem more or less on equal footing to each other in regards to Popularity and Shilling?
Especially in comparison to last Generation where Zacian completely blew Zamazenta out of the water

Yeah no. When it comes to country, it's completely different. In America, Zekrom is more popular, but in Japan, it's Reshiram. It's pretty balance.
Most popular in each Gen seem to be
Gen 2 - Lugia (Does TPC even give a frick about Ho-Oh?)
Gen 3 - Rayquaza (I mean if we're counting 3rd versions cause otherwise Kyogre and Groudon are even)
Gen 4 - Dialga has a SLIGHT edge over the others but otherwise this is pretty balanced
Gen 5 - Zekrom is more popular but I dont remember either getting much shilling
Gen 6 - Xerneas. (First Fairy Legendary too)
Gen 7 - Solgaleo for general shilling. (Lunala gets more associated with Lillie.
Both seem equally popular aming fans tho)
Gen 8 - Zacian (No shit)
Box legends suck.
They should go back to having fully evolved starters.

I think it's only balanced because Koraidon is the better design, but Miraidon is the better bike. When it comes it design itself, I'm pretty sure Koraidon is a lot more popular. Violet sold more copies afaik, but I think it's more because of the better uniforms and ridemon.

Koraidon seems to have more fan art overall than Miraidon, but Miraidon is featured in more promo material. That music video, pokespe, the Miku collab, and now Unite.
Oh and Koraidon scores higher than Miraidon on popularity polls etc.
