He'd be viable in Gen 4. 80/70/70 defenses would make him tankier than Lucario (70/70/70), and 135 in both attacking stats would be crazy in Gen 4. Stall would effectively be dead if it could just get a move to hit Skarmory.
65 speed ensures it wouldn't be viable in any gen after 4, though. Dual 135 attacking stats wouldn't really impress anyone when there are tons of Pokemon packing 145+ Attack/Special Attack stats like Conkeldurr, Landorus-T, Thundurus-T, and Chandelure.
