You can have enemies that flinch and enter juggle states without having straight-up punching bags across the board, and contrary to memes even DMC games do this with a good number of enemy types, while other action games will generally have some kind of prerequisite for launching enemies or give enemies more defensive options like periodic parries or dodges so as to force the player to react and keep their offense up or deal with the enemy's attack patterns multiple times before it dies. LSA's lack of enemy reactiveness looks worse than Astral Chain's, and that's pretty fricking bad given more than half of the time AC had to have damage numbers spew out of enemies to denote that you were doing damage.
juggling itself is not the issue, the flaw is enemies having little to no anti airing capability combined with the player being able to remain airborne practically forever thanks to enemy step.
The skateboarding looks fricking gay other than that it looks really cool. FFXV unironically got one of the coolest, most chuuni fighting style/animation, and I'm glad to see a clone of it.
This went from a really impressive one-man effort to Sony buying it and giving the guy a full team and it still feels so far out like 7 years later. Stellar Blade is going to come out before this.
