Idk why they gave him a normal ass Charizard instead of something else like a regional variant of Zard or a new dragon type Pokémon that’s similar. You know Gen 8 selection is utter trash if the best trainer who is from that region would rather uses Charizard as his main Pokémon. Sounds like more of a gameplay thing than a lore thing. Lore (canon) states that he was the strongest and hadn't lost a match against another trainer until he faced you.

And that's fine, but unless stated otherwise, I think OP is specifically talking about lore. That's why they typed "canon." In lore, most Pokemon capabilities are not strictly bound to gameplay elements such as IVs or whatever. So for example, Leon's Charizard can be on par with certain pseudo-legendaries even if it's a "shitmon" in gameplay.
