The only legal shiny mew is from jap emerald. Others get flagged often. There are several legal shiny mews in the cloud storage on pksm. Or you can find them easily on project pokemon. Just inject them with pkhex into a 3ds game then transfer up for the best chance it doesn't get flagged.
