The color red has a very strong Jungian association coming from the fact that it is the color of blood, and thus danger. Red has thus been used pretty much universally to denote violence and danger, and this is why stop signs and warning signs are red.
When a young kid, in a dangerous situation, has the choice between taking the red option or any other primary or secondary color, the second choice is far more likely.
Additionally, as a game, you will see that the red balls constitute what are very clearly walls, while the blue balls are few and far between. Even an incomplete understanding of the rules of the game will push you toward the rarer reward, rather than common one.
Finally, you will notice the counter of balls on the top left of the screen has blue balls on it. It is easy to make the jump in logic that a counter with blue balls mean to get that some amount of blue balls - and if blue balls are indeed present, a child will naturally try to touch it.

I remember a trick I used to do in sonic and knuckles where I would get the first ring in mushroom cap zone. Get the emerald then reset the game, do it again until I get all the emeralds. Did anyone else do that? Was it even known???
