I don't know if you've noticed this, but you don't exactly get to choose your substats. I play this game for fun and C6 Yelan can practically solo abyss with shit artifacts. EoSF is weaker but I just said I'd take low maitenance permaburst over shaving a few seconds off abyss for no fricking reason. I am well aware I could sacrifice some Crit stats for more HP if I had the chance, or run metagay artifact sets.

I actively avoid constellations that are just flat number buffs, and am only interested in ones that change a character's kit/role. I'd go for Kazuha C6 if I liked him even though it's far from meta, cause it sounds fun. If I sat and optimized my stats any further, she wouldn't be any more fun and it'd waste months of resin for miniscule increases. Miniscule increases that will gain me nothing. I like her C6 because it melts opponents, if they melt 0.05 seconds faster I don't give a shit.

I would roll for pristine T&A even if the character is useless. Shenhe was close but they just had to ruin her.
Considering how they were willing to fix Zhongli, the least they could do is make Shenhe a bit better. She doesn't have to be super-top tier or something, but I think a lot of 5-stars could use some rebalancing. The main ones are Xiao, Shenhe and Miko.
Also I'd appreciate it if they made Albedo's skill less fragile.
They only fixed Zhongli because of massive pressure to do so due to his status as god of not-China. It's doubtful we'll ever see a buff like that again, least of all from a female character. Best we can hope for is an artifact set but considering they knew how bad she was on release that seems unlikely.
What could you even do for her, anyway? The biggest issue with her kit is how extremely limited her functions are. She buffs Cryo damage and, to a lesser extent, Phys damage. That's all she does. The buffs aren't even significant enough to be a gamechanger.
The set would have to greatly improve the damage she adds and possibly her cryo/phys shred. But even then the problem remains that she is horribly niche, only really working properly with Ayaka.

You do, it's just that the actual damage she adds isn't really all that much no matter how much atk you stack.
A damage dealer build needs % bonus damage and lots of crit so no, purely stacking ATK% doesn't give you any significant damage, Shenhe does that because her buff scales on her max ATK

She's beyond niche. Just niche would be that she buffs cryo DPS characters, but there are only two, technically three legit Cryo DPS characters in the game and of those only one is arguably worth using her with. Maybe this will change when we get a new Cryo DPS but by that point she'll likely be invalidated for that role anyway.

This is not an appealing premise compared to all of the characters that work just as well at much lower investment levels with more than one character.
I've had good results with ayaka+shenhe+kazuha/sucrose+mona/kokomi
Change her quill mechanic to be like Yunjin's and give it a higher cooldown to keep it balanced. The main problem is that she wastes like ... hard to put a number on it but it's a LOT of damage by not strictly buffing your Ayaka/Ganyu like Yunjin does.
Whether you build her full ADC or full ATK her DPS is basically the same in single target but ADC wins in AOE. The best way to build her would be ATK/Cryo/ATK in my opinion. Really boosts her own damage which has some AOE.
Shenhe is fine if you invest into her or Ayaka's c6.

Yeah that does sound like it'd be busted, only it isn't, on Ayaka you don't want to spam normals, you want to set up Shen E, ult, then Shen E one more time into her ult, on Ganyu you just won't be able to shoot that much between Shen Es because the cooldown is only 10 seconds.
The idea that her quills being limited is somehow a bad mechanic comes from misunderstanding of what she does. She's not a buffer in a classic sense although she does have res shred and dmg% buff out of the box but what she really does is she transfers her damage to other characters and in those ten seconds up to four (but realistically three) characters on your team can fulfill HER damage. She's not really buffing, she gives other units her damage to pull off. This lets her be very flexible because her damage can be fulfilled by virtually any cryo unit, past and future, including anemo cryo swirls, and the only time you have to turn on your brain is when you're trying to melt that damage. Whenever I hear "Oh, her quills run out in one Ganyu AOE" I just fricking cringe because I know it's a take people picked up from braindead Youtubers who can't stop to analyze how to play this game.
Mathematically she's completely fine and balanced just like most other units and lets her ungay your freeze team.

You're talking about use of the unit at an absolute optimized setting which is both not achievable without real money and isn't expected from you by the game. It's pointless to discuss balancing in this case because it's just a completely different ballpark. It only makes sense to discuss unit use and balancing at c0~c2 level because that's what's achievable for majority of players. if you're having ER issues just give her favonius lance, being able to use burst off CD is more important than having damage per screenshot
in shenhe teams you'll certainly have cryo resonance so having crit rate isn't very important but if you're running fav you might want to have sooooome of that
her cdmg doesn't matter unless you're trying to like, use chongyun and proc her own damage with her but that feels like a waste of her potential

Raiden is mostly balanced but it's not like she crept good 1.0 units out of the meta, she added to them.
You see the problem is that 1.0 didn't actually have that many good units and units that were thought to be good weren't. Diluc and Klee didn't get powercrept because they were already outclassed by Bennett and Xiangling to begin with. I guess if you want to like, super generalize then yes, there are now better units that there were at the start of the game but it's not like the DPS curve got pushed comparatively, there's just more ways to get to the current norm.

I don't think that powercreep is the way Mihoyo plans to make money. I think they're making Genshin a toolbox game, where characters are the best at dealing with a perticular type of content but really bad at others. This has the advantage of keeping older content still worth getting, but still having a reason for pulling for new characters.
They've already done this with Venti and shielders, you can expect them to do something similar to healers and reaction teams in future. They even found a way to make geo teams kinda meta.
This may be somewhat true but it's also just that they don't know shit about balancing, hence why you have characters like Shenhe and Yae who are totally worthless in near every respect and others like Bennett and Kazuha who are borderline broken.

He does VV AND provides you and equivalent of an extra elemental goblet. Plus light grouping on demand and a non-insignificant amount of swirl damage. For mono-element teams such as Freeze, Hyper Raiden, or hell even Klee since she's significantly easier to just play in mono Pyro, he's incomparable. He's only edged out by Sucrose in vape or taser, and the rest of Anemo don't offer damage buffs providing utility instead (stronger grouping or healing).

Does not justify a stop in team. The only places that's justified is really the mono pyro and phys teams. Pyro because it doesn't have an amplifier yet, and phys doesn't need. He's only really useful if you don't plan to roll many characters and hate sucrose for some reason.
