Horror works best when it the type for two things:

Combining the two makes the best horror: A mythical being you know nothing about, yet learning of it's true nature: the beast within.
Far Cry 3 showcases horror better than most games.

Far Cry 3 is a story about desensitization to war, that people let themselves be controlled by their trauma to become monsters. Vass was always a reflection of Jason, Jason turns into Vass over time, becoming the same and even worse than him. A more tragic tale of a fall from grace that most people are blinded to.
Not really scary though since its a fictional video game.

Am analog horror VR game would be good. You'd be a digital detective with a special piece of equipment that let's you immerse yourself into VHS tapes. Your job is to rewind, fast forward and pause at different moments and places in the VHS to identify the STATIC, a recent phenomena of ghost-like creatures that are causing deaths across the globe.

All you need to make a horror game is a good lighting engine.

Shader/Lighting coding is super hard for most devs.
A lot of tutorials, and the general workflow you see when you get into the scene is for programming - a top level language. Shader's operate on a level below that in the GPU, so they don't use the same scripting language that most programmers are familiar with.
Add on the fact that coding shaders requires a genuinely solid understanding of trigonometry, and you will understand why most amateur devs just copy paste toon shaders.
all analog horror is shit because its expected to be horror. Real analog horror comes from being a little kid staying up late watching tv then seeing something scary.
