It'd be funny to have a whole 1-20 series made out of this where each is just "the lower-level batch failed" and as such making a single campaign out of them results in the Player Characters being widely known for something like a decade of things constantly getting worse before they FINALLY get a clean win.

By the time the (presumably high level) PCs get involved the inevitable that is involved in the series of events to destroy the world is model #27 or some shit, because every time a group of adventurers has beaten him he has just been reassembled but stronger, and the latest model has been defeating everyone.
And it ends with saying now that the PCs are involved newer models will keep coming until they're beaten and even stronger PCs need to save the world.

At level 10 you pretty much HAVE to be threatening the multiverse to meaningfully challenge players. The game designers zero fricking clue how to do scale or progression in a satisfying way. The only thing that matters is relevance, and 5E is the only relevant game out there. As long as 5.5E remains braindead easy to make characters in, it will remain the only relevant for the foreseeable future. Give those poor bandits some slack. They're MARTIALS in DnD/a shitty DnD-clone. They need all the help they can get, and they STILL probably get shit on by a caster half their level.
What about it? Dead-on-arrival system that manages to be even worse than its predecessor and has almost no good first-party adventures published. Not sure how it's relevant to the conversation aside from tangentially being a DnD clone of even lower quality than the usual DnD clones.
Can they meangfully participate in aspects of the game that AREN'T combat? Or do they just stand around with their thumbs up their asses any time it's not killing-time?
That almost tempts me to give it another try, but the fricked action economy rules turn me off so hard that I doubt I'd care even IF castergays were properly balanced at this point... but I'm pretty skeptical of that anyway.

in pf2e spells are useless for anything besides combat and skills and martial feats are what actually allow you to participate out of combat. pf2e is a game made for organized player/pathfinder society where "MALE HUMAN FIGHTER" is considered a powergaming optimized build
skills are actually powerful in PF2e and utility spells are extremely limited, so yes, martials can contribute out of combat just fine
casters do get some fun stuff at higher levels though; flight or wall of stone can make very lopsided encounters and there's rituals like teleport or planeshift

By that logic all Call of Cthulhu adventures don't make sense because you're "low level characters" and the things you're trying to stop can destory the world.
This is something i liked about Warhammer Fantasy's Enemy Within campaign. Pretty much every boss/battle has a little "what if the PCs fail?" note next to it explaining how to keep playing even if the bad guys win. For example in the first chapter Bogenhafen gets turned into another Mordheim if you mess up, so the book explains that thousands of refugees amd important npcs would flee to Altdorf.
this reminds me of the list of "epic" adventure hooks in the d&d "epic" level handbook. stuff like "exploring dungeons" and "stopping an apocalypse cult". turns out a game about epic fantasy heroes doesn't need to reach some arbitrary level to have epic adventures and stakes
