Pretty nice. I don't think it's too monotone, you can properly recognize when it's Vergilius or Garnet speaking/thinking. The problem is what pitch and tone should be used when voicing characters like Vergilius. Whether or not to go for a deep voice even if we already know what he sounds like in the game since it doesn't have to sound exactly like him, only similar enough to know it's him speaking. But then again it's your choice.
It is considerably more functional for me to address the inner thoughts and narration in the same scheme as Vergilius, than it would be to do the same with the couple other tones included in the sample, that's close to neutral on my part.
Either side of that snip are Lan Yen and the Docent (C12 is about 15 minutes total), then past that there are the other Office members, Jumsoon, Gubo, et al, where each narrows the selection of applicable difference.
I clipped a segment that seemed more presentable and didn't quite elaborate on the encountered complications.

it'll be a little tough but so long as you never give your enemies +power buffs you should be fine

That's what I like about PM, all the major conflicts are ultimately super personal. Even when the antagonist is made out to be a bad guy it's ultimately the protags fighting them for their own reasons and shared background rather than just trying to stop them because they're evil.
