I doubt it is the numbers or the Metacritic Score that Bethesda wanted, even if is not Tortanic levels, it's not to see that the game haven't meet the expectations.
I bought starfield and played from early release date and thought it was 6/10 at best and had to grind to get through it. I did NG once, did most of the side guild type things, and was just totally done, zero desire to play it again. Hopefully the DLC is shivering isles tier (it won't be) or some mods make it great (they very well may).
It wasn't offensively bad or anything. The game worked. But its bad when that is about the best I can say for it. It was just boring, and much of my play time felt like padding going from loading screen to loading screen to walk across neon for the six billionth time.

You can get 5000 licenses by default per game, unless you request more and they accept it. It's another israelites helping israelites case.
