The only physical releases are Asian English and Japanese. Asian English comes in both PS4 and PS5 versions so just grab one of those. Japanese version is Japanese only. DLC will need you to have a SEA account though.

You will be required to at some point, mainly in the Tutorial, then probably when you have to clear up challenges or gain achievements that explicitly ask you use the Agent style to "Defeat X amount of enemies" or something else. And probably some enemies might have resistances or do block moves that you can't easily bypass unless you switch to Agent and quickly dish out some specific attack that denies them the resistance.

My only experience with Yakuza-like games is Kenka Bancho on the PSP
Kenka Bancho isn't like Yakuza at all outside of the fighting a bit. Akiba's Trip 2's general structure is far more like what Yakuza is just without being locked into a VN route. Judgment is essentially just Yakuza but with a different MC. It focuses a bit more on the government side of things than the yakuza side of things but Yagami still heavily deals with the yakuza all the time. LJ is also a sequel to 7, like, a direct sequel. It actively spoils the events towards the end of 7 multiple times because the story is built around it

Where do you people get this idea from? Dude voices brand new lines for Akiyama in Online seemingly every time a new card comes out. He has almost as many cards as Saejima (Who has 20).
Even Adachi has four cards despite not even being in Online as a character and if I remember right he's a far bigger VA than Akiyama's, the most recent of which was like four months ago. Adachi's also been the voice of random MotW in Sentai shows so clearly being a massive VA name doesn't require that much money to hire them since Adachi's VA is being hired for less than a minute or two on a shoestring budget. Meanwhile they got Akiyama as a narrator for Zero-One which is less than a few seconds of dialogue per episode.

You can give Judgment a go if you want and see if it's for you. It's fairly standalone. It's technically a sequel to 6 but there's like maybe four references to the mainline games if that, and you have to already know what they are to even notice them. They'd just be normal things for you without that knowledge.
Just a warning though, Judgment has a lot of tailing missions with the final story one being like six minutes long going in circles at least three times. It's also heavily prevalent in the Side Cases. If you can deal with that you should be fine, they're playable J-dramas so just expect cutscenes and talking. As long as you don't rush the story every chance you get there's a lot of combat and side content around Kamurocho.

Should I play Judgement before LAD?
You'll just see some locations from JE in 7 like Yagami's office (Picture related), KJ Arts, Club Amour, and Charles, that's the extent of the references to it in addition to the superboss (Who mentions nothing of it). 7 to LJ is the primary issue because the story revolves around decisions everyone made at the end of 7 and they talk about it frequently.
Also one of the main characters in Judgment is playable in Gaiden's arena

Yes. He's got watches that can do stuff like be deadly lasers, print out telegrams, explode like a bomb, or shoot grappling hooks strong enough to rappel him. He can fulton himself, he's got a cigarette that can literally shoot a rocket out of it, he had a wristguard that shot darts, a pen that can shoot acid to dissolve stuff, like seven different gadgets that function as lockpicks, a ring thing that instantly wins slot machine jackpots, a grapple gun, a belt that shoots out a rope or something like that, and I'm sure I'm forgetting a lot since it's been years since I watched Bond stuff.
Outside of calling in the drones and arguably the cigarette Kiryu does use what James Bond would.
