"Tolerate" being the key word. Most abhumans are tolerated because they're useful. Marines are the Emperor's creations and as such get a free pass as long as they don't stray too far. The Guard's so varied in culture (and genetic makeup) as a whole, some guardsmen probably see their position in the Guard as easier than life on their homeworld, others are probably terrified nonstop, I'd hesitate to put a lable on the Guard as a whole or make assumptions about individual guardsmen.

Genuinly speaking the Ctarl-Ctarl and Puma Sisters are very much fitting in with the baseline Aesthetic of 40k beeing "Would look cool on a 80s / 90s Metal Album Cover". As I saw it put once, the reason cats have the preferred prey that they do is because that is what they can efficiently hunt. If cats had human intelligence and tools, they'd look at a T-Rex and see Dinner. Put a bell on them? They become even better stealth hunters because they learn to not let the bell ring unless they want it to.
Eyeballing an equivalent role on the battlefield, maybe put them as Anti-Vehicle or Anti-Hero Infantry (depending on loadout) that're weak to standard infantry? Maybe with a Trophy Hunter ruleset where they get stronger the more Characters or Vehicles they kill?
For some of their weapons with this iteration, perhaps they have a "Sniper" Unit setup like this?
