Say you wanted to make the number 0.00(...)1 then you can never find the 1 because if you do then its position is specified and you can count the number of 0s before it. You can't point to the 1 and therefore it doesn't exist.
For a less philosophical explaination
x=0.00(...)1
10x=0.00(...)1
9x=10x-x=0.00(...)1 - 0.00(...)1=0
x=0/9=0

You take any of the modern day open-world games and transpose them into level-based, linear content, and people will instantly hone in on any of their gameplay inadequacies.
I like games where the level is open, but it's handcrafted and with well defined limits, anything like SM64, Hitman, strategy games, these are the best games.
So basically, you want a level that's linear enough to actually guide you to its goals and have rules, but free enough to express yourself?

subtract x
10x - x = 9.9999 repeating - 0.9999 repeating
