I shouldn't have to do anything after the credits roll. Beat the 8 gyms, beat the elite four, then move on. I don't have the time to mess around in Kanto when there's no story, the battle music is a 20-30 second loop, and the only incentive is to catch Pokemon that are arbitrarily locked behind it.
There are 8 other gyms to do in Kanto, a few more stories involving splintered off Rocket factions, the power plant going out, Copycat girl losing her doll and Blue growing disillusioned with Pokemon battling.
There's also the Red fight which is for all intents and purposes the true final battle of the game.
Clearly there's far more to see here than just Pokemon.

I love Johto but yes this really sucks about the Gen 2 games. Revisiting a region is a cool idea and I don't blame for trying it but Johto's campaign was neutered as a result.
Also I find it funny that they used this idea in Gen 2, and not Gen 5 or a later gen where people would be more nostalgic about revisiting a region.

You can find mons like Magmar, Tauros, Jynx, Shellder, Slowpoke, Dratini etc way more easily accessible than in RB, where you'd likely never use them and now they're some of your most common options.
Aren't most of them available in the shop or through side quests? Could be wrong but I remember not having too much trouble outside of the few like Electrizer/Magmarizer that are intentionally limited because they're more modern.
