These moves and the partner Pikachu/Eevee's inflated stats are meant to correct that the starter Pikachu in Yellow has ordinary Pikachu stats and moves, can't evolve unless you trade it away, and you lose special interactions with it if you box it. You have to accept that it's either incredibly frail and roll with it or switch it for something else. By giving the starters unique moves and stats, people will get more attached to the Pikachu and Eevee in LGPE, and won't think of them as liabilities.
With those moves alone you can solo the game with starter Eevee, and that's even with avoiding every wild encounter or non-mandatory trainer fight.
