I like the Hellfire too but admittedly it's helmet is rather generic. Not as immediately striking like the APA/X-01 or T-51b helmet. even the Black Devil sticks out in my mind slightly more.
I didn't know what this was so I google'd it. It's cool, though it's pretty much the Hellfire armor but with 4's customary vehicular bulk.

Enclave is what was left of the government. Their armor and tech is more advanced because they've been improving it since the war. They've been wiped out multiple times, but Todd hates literally everything about Fallout that other people created. He shits on 1, 2, Tactics, and New Vegas daily because fans like them more than 3 & 4.

The Enclave was basically the Illuminati pre-war, but really it depends on the lore.

Pre-war US was a despotic 1984-style state (pre-Beth lore), ran by the Enclave who called the shots. It was an oligarchy of dynastic politicians who became the new hereditary nobility, private sector tycoons, and out of control defence contractors who manipulated the US public but really didn't have a plan beyond enriching themselves and increasing their influence. The US at this point had become a complete parody of its founding ideals, with rampant human rights abuses, propaganda, secret policing, and manufactured crises. After the development of fusion technology, the US's resource demands became infinite, and everything else (oil, timber, minerals, steel, polymers, etc) couldn't scale up. The Enclave was officially formed as a contingency government, to run the US in parallel with the official (elected but not really) government, and also to provide the continuation of government in the event of national collapse. As the Great War loomed and the US annexed Canada and Mexico, the Enclave and the military units under their control evacuated to COG (continuity of government) facilities such as Raven Rock (F3), the Enclave Oil Rig (F2), and Cheyenne Mountain (mentioned in FNV). Once the bombs dropped, the Enclave held tight until the surface was tolerable with rad suits and power armour, and began to cement their control over the wasteland. Post-war they adopted a hardline stance based on human genetic purity: considering the wastelanders hopelessly mutated on a cellular level, a human being was considered basically a ghoul, and even vault dwellers weren't safe as they were directly outside the Enclave's control. Ironically, this stance prevented them from forming a unitary government over the post-war US, and they lost out to upstarts like the BoS and NCR.
