        You can reskins of weapons or items pretty easily, but any added functionality is going to require script extenders which are guarantied to break core game functionality.

        The bigger issue is Bethesda gives itself an audience reset with every game. Each new game is target at 12 year olds.

        They don't consider ways of making their story more nuanced and expansive. That would appeal to people who have played games previously and have ideas on what would keep their interest and how the genre should grow. Instead, they can make some nice filters and run through some traditional story beats in pursuit of the audience with the lowest threshold for entertainment.

                He's a writer, not the main quest writer. Main quest writer is Will Shen. Emil usually does okay on smaller quests, the Oblivion DB is one of the most beloved questlines in the series.

                He was also the guy who created the concept behind the Silver Shroud and it’s extended universe which was strewn all throughout the commonwealth. That was one of the lore fondly remembered quests especially since wearing the outfit changed the dialogue in related quests

        They could make several species with the same basic skeleton and animation system but with slightly different models and textures and it would be relatively close to how species vary in real life
