I think Tears are in a good spot right now, and aren't hurting for support. If you ask me to choose between getting this card, and keeping Kitkallos, I'd rather keep Kit. I'm fine with this card simply not coming to MD for a long time, if at all to keep the meta in a more balanced state. All this card does is make TearKash a much more powerful deck that simply doesn't need to exist at all. Especially since it's a Tears variant that doesn't need to play Ishizu anymore.

Superheavy Samurai Battleball is a tuner that can synchro summon using an opponent's monster as material
Laevateinn Generaider Boss of Shadows can summon Jormungandr and attach opponent's cards to it as material, but it's not exactly the same.
Lair of Darkness lets you use your opponent's monsters as tribute for any effect that requires a tribute to activate once per turn.
Are there decks that use these types of tactics? I feel like they'd be really strong.
Graydle is probably the only archetype where the entire goal is to steal opponents monsters but they haven't gotten support in years.
Unchained's big game closing play is linking away as much of your opponent's field as possible before swinging for game, but they're targeting effects rather than inherent summoning conditions like Underworld Goddess, so you need to be mindful of towers and monster negates. It's a pretty decent deck though with a lot of staying power through floating effects.
Lair of Darkness can use tribute effects, kaijus, bystials, and super poly all to great effect, but you're very reliant on having your field spell so I'm hesitant to say it's strong. It's probably the thing you're most looking for though, and it's pretty fun when it works.
I'd recommend either of them if you're looking for a deck focused on using opponent's resources as your own, just be aware of their weaknesses and the fact that you're trying to play a gimmick deck.
the rikka field spell is pretty much "you can tribute your opponnt's monsters for cost instead of your own lmao", though only for rikka cards and only once per turn. they also have an xyz that tributes an opponent's monster for effect.

If a Link monster says it needs 3+ monsters, you need to use AT LEAST 3 monsters to make it even if one of those monsters is a Link-2
Every Link monster I look at has some kind of specific requirement like those

Let me rephrase; A Link monster can either be treated as 1 monster, or its entire Link Rating when used to make another Link Monster. So even though Accesscode Talker would normally need 4 monsters since it's a Link-4, you can make it with a Link-3 and another monster because the Link-3 counts for 3, and Accesscode says you need "2+ effect monsters" to make it. But you can't make Dark Templar @Ignister with just a Link-2 and something else, because Dark Templar says you have to use "3 monsters with different names" to summon it, so the Link-2 only counts as 1 monster.
Link Ratings cannot bypass hard requirements printed on the monster; they just count as more arrows.
Counterpoint: if a monster has an effect that lets it count as up to 4 monsters for a Link summon, you could summon Accesschud with just that 1 card
What you couldn't summon is Knightmare Phoenix because it also requires different names

There are a lot of monster effects that don't activate on the field. And a lot of monster effects that activate one the field but can dodge drain by leaving the field. It's allows for some interesting interactions unlike IO.

Most of the time playing D.Link I would either brick, get interrupted then brick, or get Maxx “C”d and have to either pass or give them two cards just for Heavenly Spheres.
Naturia Runick can immediately dish out, via quick effect, two monster negates along with their normal qp negates/destructions. It’s instant interaction, that’s worth more than a fancy endboard.
