You can't really compare the two. Tear came pre-hit to MD, hoping that would be enough to make it somewhat okay.
It wasn't. They almost immediately hit some problematic URs like Cyber-Stein and Instant Fusion. That wasn't enough.
Bystials came pre-limited. It wasn't enough. They started hitting the shufflers and millers and banned freaking Terraforming. It still wasn't enough.
People like to talk about how konami doesn't ban URs, but sheer amount of cards konami was willing to hit before it could directly hit tear is insane. And it's even crazier that the deck is still good right now.
Right now, as strong as Snake Eyes is, it doesn't come close to the dominance of Tear so it doesn't required anywhere near the same measures.

I have played against Synchron decks that ran Fleur Synchron for whatever reason. Maybe their deck list are trash but I have seen it and the payoff is huge.

A lot. Cyberse can still climb into it (fine) but it is no longer generically accessible for the majority of random decks.
Most decks that still want Accessocde have to use IP alongside another Level 2, which gives Accesscode a useless protection while weakning its attck to 4300. That's huge and limits what I can beat over.
If you're going to go so far you might as well have Borrelsword require a Rokket, Furious Dragon require a Rokket, and Accesscode Talker require a Cyberse

The ACTUAL problem here is that combo decks are allowed to run outs to Maxx C. Hand traps should always resolve, cards like Called By shouldn't exist.
Maxx isn't always autowin. There's a few situations where I genuinely think they can clear my board and OTK because I don't run Nib. And even if I did, there's plenty of counterplay.
But I might not be able to put up an instantly game winning board because of Maxx C! If I can't do that then my opponent might be able to put up an instantly game winning board even though it was supposed to be MY turn to instantly win!

Forcing Snake Eyes to end on just Apollousa and give you a Pot of Greed is combo being kept in check, unironically. The only egregious example of a combo deck playing under Maxx C in the game still is SHS being able to FTK under it sometimes, and if your deck has enough hand traps you can USUALLY draw enough interaction to stop that from happening. Usually. Just because Maxx C isn't the perfect counter to every combo deck every game doesn't mean it's not doing anything.

There is a Pokemon app however it is pretty buggy, and you can’t buy cards. It’s rather f2p friendly from what little I’ve played and you can always mass buy like 100 of those codes online for like $15 on eBay. I quit the game after a month because it got boring and my Goodra deck was getting mogged by the new Charizard.
The silver lining is rescue ace will get floo treatment and be raped every banlist for a long while because it is an anti maxx c deck.
Almost every deck that's been meta since launch is an anti Maxx C deck to some degree. Despite what birdgays will try and tell you the real reason that Floo got hit as much as it did is because it's a shell for stun cards. And because it's cheap.
Floo literally got nerfed because it doesn’t special summon. Same reason why every event you can play full power ddd but true draco is banned. Anything that is anti maxx c doesn’t fit in the game philosophy and adds 3 bricks to your deck.

Big Welcome doesn't set up any of those cards on its own the same way Brafu dumps from deck and fusion summons or Wanted gives you full combo, you have to actually draw or search each of them individually over the course of multiple turns. Big Welcome on its own does next to nothing.
Cool options but I have the correct one. The real problem card for Kashtira has always been prosp because it unbricks your hand, and makes Arise-heart have targeting protection. Without it at 3 the deck suffered a lot. More than the terra ban.

I hate Maxx "C" but shotgunning it in SP really does feel like the only way to stop Snake-Eyes, and only if you also run a handtrap heavy deck with Belle and Veiler alongside the usual Maxx-Ash shit.
Nib isn't worth the effort. If you run it, it bricks in a lot of matchups and running it at 1 doesn't even guarantee you draw it in time off Maxx "C".
