Aren't the nomads, specifically the Aldecados basically the most moral group in the entire setting?
I mean, it depends what you consider "moral". They are organised into small friendly tribes, their culture doesn't have weird violent rituals and try to have some semblance of peace internally, and they don't care what the Man says and will help people and get paid doing it regardless.
They also steal, kill, and acts as pirates. They don't take prisoners that can't be ransomed, and they really don't care what your story is. If you're not with them, you're the enemy, and if you don't live like they do you are a lower class of person that deserves whatever happens to you. The only organisational morality towards outsiders is that they don't have an overarching desire to hurt others, but it's all on a case by case basis. Everyone in Cyberpunk trends towards shitty, so there's nothing that prevents 5 Aldecaldos to mug you. They wont give you an excuse about protection money either, they'll take it because they can.

Sure, they're divorced from the corporate exploitation structure and instead exploit on their own terms which are generally far more favourable, or at the very least fair play. If you could choose between being hired by a big corporation or inducted into the Aldecaldos then the latter sounds preferable. But it's incidental, there's no rule within their society that says to be decent. Just because their face-man was a decent guy doesn't mean every one of them is, think of how armies act when they rest in between journeys. That's basically what they are.
