Being a citizen in Legion territory sounds comfy. Never having to worry about crime, stable rates when trading with the Legion and little to no taxation.
Also having a currency with inherit value instead of caps and NCR paper.
You'd never have to worry about being drafted, as they only want tribal children they can raise and indoctrinate.
The only downside would be no drinking, but maybe that's only for the Legionnaires.

The Truthbomb is that Caesar's understanding of the Legion is incorrect. To sort of reiterate Caesar's plan: take your tribal gaygits and their LARP culture, take over NCR territory, absorb some of its institutions and population, get the strongest traits of each. The issue is that Caesar doesn't really recognize that the Legion has literally been doing that with every tribe it conquers and is completely different from when he first started smoking peace pipes with the Blackfoots. Ulysses points this out, the Legion is completely unrecognizable from when he first discovered Hoover Dam and went to go cry like a little homosexual in the Divide. The Legion's strength is in its ability to absorb these tribes and their culture, add it to their own monoculture, and adapt to the circumstances of the Wasteland. Plopping down and squatting in the Strip while LARPing as Romans is the opposite of what the Legion should do. The Legion should be looking to continue its expansion even after the 2nd Battle of Hoover Dam. Now as for Lanius, people tend to think he is a dumbfrick because Caesar paints him out to be a dumbfrick. But Caesar is the actual dumbfrick, he has absolute tunnel vision on the Mojave. Lanius *knows* that the Mojave is a trap, he even acknowledges this when the Courier hits him with the old "If west then no east???" Despite this, Lanius makes it fukken work, he literally comes up with a plan that not even House had considered, just bust in and go through the Dam instead of over-top lol. But that is him just being a military mastermind. However, he also does show genuine concern over the long term health of the Legion. Back to the "if west then east", Lanius chooses to retreat even under the threat of death because he *knows* the Legion could collapse. There are more Laniuspills but character limit

NO! Characters within the game tell you that. Characters with their own personal biases and misunderstandings of the World. Point to the characters who say this, and you will find people that are either citizens of the NCR or have made massive errors in judgement in the past.
There's also the fact that if Caesar dies in game, the Legion can still take Hoover Dam and the ending slides say nothing about a Legion collapse.

But hey, that's just ambiguous, not certain. I will follow up by saying the argument for "Legion will collapse" is that the Legion are all loyal to Caesar and not the Legion itself. Except you can talk to literally every major figure in the Legion and they don't express this sentiment in the slightest. Talk to Vulpes about Caesar's Legion, he doesn't say "oh yeah I kind of like the bald guy in charge." He starts by describing the strength of the Legion's culture. He barely even mentions Caesar, only if you specifically ask does he dickride him. And nor does he indicate he would refuse to follow Lanius. Lucius, the head of the Praetorians, shows absolutely no concern over Lanius's leadership. Literally none of them are running around saying "Man frick Lanius, I was here for the bald guy, and the bald guy only. I don't like the Legion itself". The entire claim that the Legion will fall to infighting is just unfounded conjecture by NCR citizens and blind optimism by House, the same guy who somehow thinks a row of Casinos and a bunch of slums can somehow build a spacefaring empire.
