Most of it, but you absolutely should mod it if only to improve performance, since vanilla S3 runs beyond dogshit even on modern PCs.
The problem with the performance is weird. There's no graphical performance issues if you even have a half-decent computer, it's mostly scripting issues and memory leaks. Stuff like routing issues, for example. It's like Dwarf Fortress in that regard

There's tutorials that guide you through every single step of improving the performance if that's what scares you.
