No, it's actually true; in the original design document for Mega Man 1, Bubble Man was one of the original Robot Masters, alongside Oil Man and Bond Man and, of course, the other five we all know and love. Time constraints meant only six of them made it in the end, and while whittling shit down, we ended up with Ice Man.
